(DC) Nixon talks with Republican leaders about relations with Democratic Congress, decides to delay State of Union address. Nixon receives belated birthday present, Irish setter named King Timahoe. Senators Everett Dirksen and Gerald Ford hold press conference at White House; discuss crash program to combat crime. [FORD - vows new effort by new administration] [DIRKSEN - will have supplemental funds to carry out war on crime.] Nixon visits House; Republican rep. calls visit waste of time.
