(Studio) Navy inquiry court on Pueblo seizure reveals complicated command chain and new opinion on intelligence ship's arms.

(Coronado, California) Rear Admiral Frank Johnson had operational control of ship when seized; Johnson says not in favor of arming ship with machine guns. Johnson says he didn't tell Commander Lloyd Bucher not to use them; says ship's destruct system satisfactory. Court chairperson says statement that Air Force was on call misleading; nothing was on call. Johnson said odds of Pueblo seizure great; red tape delayed reaction to Pueblo incident.
