(DC) Undersecretary State Elliot Richardson summons Israel Ambassador Yitzhak Rabin to warn against Israeli attack on Syria. Feared Syria on verge of Lebanon takeover. Secretary of State William Rogers urges USSR Ambassador Anatoly Dobrynin to tell Syrians to cool it. Both sides agree not to military intervene in crisis. United States representatives say USSR encourages Arab actions.
