[Senator Hugh SCOTT - says Congress gave good support on foreign policy marred only by President aspirants on dove side.] [Senator MANSFIELD - calls Congress good. Did a lot on its own. Cooperated with administration] Record thin compared to LBJ Congress Tax reform bill biggest achievement; Democrats claim it. Admin. victories: draft reform, ABM. National Commitments resolution, nuclear nonproliferation treaty, and pay raise passed. Not passed: welfare reform, postal reform, Haynsworth nomination, revenue sharing, electoral reform, and crime package
