(Studio) Russian fishing fleet causes stir off E. coast.
REPORTER: Roger Mudd
(Off Virginia Coast) Soviet ships far beyond 12 mile limit. Small ships unload fishing load onto mother ships. "Washington Post" reporter asks permission to board processing ship in Russian. Crew said okay;captain didn't. Reporters and crewmen exchanged cigarette packs. Bottle of whiskey refused on 1 of ships; bottle smashed. Reporter says chill in air.
