(Paris, France) [Ambassador LODGE - reports repeated proposals; going is hard. US to persevere in search for lasting peace.] American and South Vietnam stand by military deescalation as 1st step. Other side says political questions basic. VC leader Tran Bun Kiem says no hope for progress until Saigon government overthrown. Hanoi spokesperson says if Nixon asks to see them, request to be examined.
