(Studio) Navy ends 8-wk. inquiry into Pueblo seizure.
REPORTER: Walter Cronkite

(Coronado, California) Commander Lloyd Bucher says takes responsibility for failure to destroy documents. Says ship didn't have proper destruct system. Couldn't resist at time of seizure. Asks for revision of military code of conduct. Attorney Miles Harvey says Bucher could have started war, but didn't. [BUCHER - says waits for decision with apprehension. Hopes to get back to active duty.] [HARVEY - commends full and fair hearing.] Bd.'s findings can only be recommendations.
