REPORTER: Walter Cronkite
(Saigon, South Vietnam) War moved closer to Saigon, enemy's objective. [Lieutenant General Walter KERWIN, JR. - says enemy better armed. Intends to go for Saigon.] Enemy decides where and when major fights launched. Enemy strategy is to outlast US. ARVN outnumbers Communists 5 to 1. Not ready to take over. Communists will sacrifice men for political objectives. United States can escalate war or make major concessions.
