(DC) [Senator William FULBRIGHT - feels Dr. Eugene Wigner's anti-ballistic missile judgment influenced by his E. European experiences.] [WIGNER - says don't tempt Russians.] Fulbright says intelligence estimates contradict Defense Secretary Melvin Laird's claim of USSR building for 1st strike capability. [FULBRIGHT - says Laird's clairvoyance leads to dangers.]
