(DC) Enemy fights with reduced intensity while talks go on. Ho Chi Minh's aim is reunion of South Vietnam and North Vietnam. South Vietnam President Nguyen Van Thieu afraid North will agree to settlement and regroup after United States leaves. Admin. pressured to get out of Vietnam. Change in status quo feared. Question of United States defending Europe considered.
