(Studio) House argues its way toward crucial vote on surtax extension.

(DC) Bill to pass House by 15-20 votes and then on to Senator for month of hearings. Gap between expiration and renewal date covered by 30-day resolution. Extension conts. for 6 mos. at 10%, and 1st 1/2 of 1970 at 5%; repeals 7% business investment credit. House rejects proposal by Representative Chas. Chamberlain to send bill back to committee with instructions to repeal 7% excise tax on cars.
