(Studio) South Vietnam Vice President Nguyen Cao Ky accuses American leaders of delay in strengthening South Vietnam forces. Ky says most United States troops would be leaving this year had materials been modernized years ago. Criticizes United States and Thieu for too many concessions in Paris. Says he'll advocate withdrawing from talks if VC refuse offer of free elections. North Vietnam joins Viet Cong in denouncing Thieu offer in Paris.
