(Studio) Casualties reported At Paris Peace Talks South Vietnam formally present President Nguyen Van Thieu's plan for free elections. Communists reject offer, insisting on unconditional withdrawal of American troops and interim coalition government in Saigon. Secretary of State William Rogers calls North Vietnam more intransigent, unreasonable, and inhumane. Cites only reaction as negative.
