(Studio) Transportation Secretary John Volpe tells Congress he'll still take disciplinary actions against air traffic controllers whose slowdown last mo. tied up traffic at several airports. Volpe says he's setting up panel of outside experts to study air control personnel problems. 1 controllers' organization threatens mass resignations if discipline taken. Volpe says don't believe they'll resign, but if they do, he has plan for operating system.
