(Studio) House Armed Services sub committee report calls for review of American mil.-civilian command structure. Says inadequate for emergencies. Blames structure for Pueblo capture and shooting down of reconnaissance plane. Defense Secretary Melvin Laird released copies of letter he sent to Committee Chairperson Representative Mendel Rivers, with 10 steps to prevent future Pueblos.
