(Studio) President Nixon asks nation to restructure welfare system; building it on base of annual poor income. $4 billion plan encourages poor to get and keep jobs and work selves off welfare. Also proposes Office of Economic Opportunity changes.

(San Clemente, California) President Nixon's 5 bedroom house cost $340,000. Next door is compound of offices. President Nixon meets with Director OEO, Don. Rumsfeld. Secretary of State William Rogers reports on his Asian tour. He explained new US policy to cntrys. President Nixon couldn't visit. President relaxes at beach; plans to surf with David Eisenhower.
