(Tijuana, Mexico) "Operation Intercept" stops and searches all cars crossing US-Mexican border. Goal is to drive marijuana prices up to stop buying. Massive traffic tie-up. [Male MOTORIST - says really didn't think they'd do it.] Private planes must land in border for inspection. [Treasury Department Richard SELF - explains air-wide radar survey and success with substantial "grass" seizure in plane.] Search has deterrent effect.
