(White House) President introduction Budget Director George Shultz as Connally's successor; praises Connally for service on National Security Council [NIXON - says Connally is at his best when going is toughest.] [CONNALLY - refuses speculation he may run as Nixon's VP.] Connally says it is in nation's. interest Nixon be reelected. Connally was injured in assassination of John Kennedy. Says shooting of Wallace plays no part in his resignation.
