William FULBRIGHT - says either Pow raid intelligence faulty or military knew POWs gone.] [LAIRD - says intelligence correct.] [FULBRIGHT - says CIA not consulted on raid.] [LAIRD - says United States must free POWs.] [Senator Claiborne PELL - asks if Vietnamization not complete till POWs home.] [LAIRD - says yes.]
