[Captain Morris STANTON - reports 53.2% have smoked 1 or more times; 17% smoke over 200 times per year.] 26 GIs died of heroin use this year [Vice Admiral William MACK - says Pentagon trying to motivate men not to need drugs.] Virginia has program to treat users without punishment.
