(Moscow, USSR ) There have been only 2 successful negotiations to control armaments in this century: 1 was Strategic Arms Limitation Talks (SALT) agreement made this week in Russia, the other was Washington Naval Treaty of 1922 in time of President Harding. Treaty with Japan was not kept, however. Commentator calls on ntns. to continue efforts toward peace, stay alert to infractions this time.
