Governor Executive Director Spencer OLIVER - expects Shriver to run for governor] [Finance Chairperson Lance BILLINGSLY - says candidacy to be announced in May or June.] [MANDEL - thinks party split may yield Republican gov.] [OLIVER - says Maryland Democrats need unified leadership] If Shriver wins, position for 1972 Presidential race strengthened.
