Inter-American Econ. and Social Cncl's. 2 members, Venezuela and Trinidad, say Cuba should be permitted to rejoin OAS. United States has no objections if Castro will stop trying exporting revolutions to hemisphere. United States aid declining every year; Nixon assures Latin American not forgotten.
