(Studio) Secretary of State Rogers urges Congress approval of US-Soviet nuclear arms agreements. Senator For. Relations Committee Chairperson William Fulbright says he will support treaty if it is not used as excuse to step up military spending.

(Capitol Hill) [FULBRIGHT - says if treaty is used to accelerate arms race, it is not being considered seriously enough.] [ROGERS - says Sovs. plan to build military defense within guidelines of treaties and United States should do same. Any other posture would make negotiations in Phase 2 of Strategic Arms Limitation Talks (SALT) more difficult.]
