(Studio) President Nixon signs $21.3 billion education bill, but says its antibusing provision doesn't go far enough.

(White House) Nixon calls antibusing proposals inadequate and deficient. [NIXON - criticizes Congress for refusing to limit court orders on busing. Says if Congress refuses moratorium on court-ordered busing, he will seek Constitution amendment to ban it.]
