(Atlanta, Georgia) McGovern visits Arkansas, Georgia, South Carolina to soften Southern opposition. Calls Nixon Southern strategy racist. Says era of North liberalism is ending. [MCGOVERN - says South has been target of special legislation. Says these laws on voting rights should be extended to all 50 states.] Georgia Governor Jimmy Carter, asked if he could support McGovern, says he will back Democrat non.
