(Studio) 6th phase of troop withdrawal program begins. Objective to reduce US troop strength to 284,000 by May 1. United States ends patrolling of Vietnam waterways.

(Saigon, South Vietnam) Film shows exchange ceremony turning 125 patrol boats over to South Vietnam. All 600 patrol boats now given to South Vietnam, ends 25 mos. program. [PH3 WOOD - says South Vietnam ready to take over.] Training South Vietnam to take over since September, 1968. United States Navy reduced from peak of 36,000 to about 17,000. Film shows excerpt from speech at ceremony by Vice Admiral Jerome King.
