(Studio) Senate Democratic caucus votes to replace Senator Edward Kennedy with Senator Robert Byrd as Democratic whip.

[KENNEDY - don't deserve victories if don't know how to lose.] [BYRD - decide run if no change in Senate Russell's critical condition at time of vote; had Russell's proxy; consider decision realistic.] Senator Russell died approx. 4 hrs. after vote.
