(Studio) public schools in Richmond, Virginia, are 64% black; those in 2 neighboring counties are 90% white. Last January Federal judge ruled 3 systems should be consolidated to achieve racial balance. United States Appeals Court overturns ruling.

(Richmond, Virginia) State-imposed segregation removed in Richmond, Chesterfield and Henrico counties. Judge Robert Merhige ruling overturned by 4th Circuit Court Court says there has been no violation of Constitution; Judge Merhige exceeded his power of intervention. Metropolitan school district would have necessitated extensive busing. [Richmond School Bd. Chairperson Mrs. West Hamilton CROCKFORD - says Bd's. legal counsel will take case to Supreme Court] [Henrico County School Bd. Chairperson, Mrs. John DEUSEBIO - doesn't want local control of schools taken away.]
