Poff removes self from consideration due to possible controversy like other 2 rejected Nixon appointees; cites Nixon and Attorney General John North Mitchell's criterion for justices. He'll pick member like his social philosophy. High court shouldn't be extension of executive branch. Appts. should be quick.
