(DC) AFL-CIO President George Meany speaks at convention [MEANY - talks about propaganda and especially "big lie" technique used by dictators; criticizes admin.'s use of television as media for new rhetoric; resist any try to limit labor's right to strike; to cooperate in inflation fight, but won't be patsies for failure of economy game plan number 1.] Meany says administration would face open rebellion.
