[Civil rights leader, Rev. Jesse JACKSON - challenges Daley's delegation.] Alderman William Singer says delegation does not equally representative minorities. Says Daley machine got out vote for old party leaders] [DALEY - says quotas can't he met in election where people choose delegates.] National Credentials Committee grants challengers a hearing. Senator Hubert Humphrey says throwing Daley out will hurt Democrats in November race.
