(Studio) President Nixon signs $21 billion weapon bill, but makes it clear how he feels with regard to bill's anti-war provision.

(DC) President accuses Congress of hindering his efforts for negotiated peace; will ignore Mansfield amendment asking for setting final date to get A::. troops out of Vietnam. President says amendment not binding and doesn't reflect his own judgment with regard to war's end. [Senator Frank CHURCH - says Mansfield amendment point of law and not subject to dismissal; asks will President send Henry Kissinger to disband Congress] Senator Mike Mansfield says Senator's four suggestions to withdraw all troops may be ignored, but they'll be in his mind.
