(Studio) ABC news Democrat delegate count shows McGovern with 1346. Humphrey releases black delegates to vote for Representative Shirley Chisholm on 1st ballot to deny votes to McGovern. Party chairperson Lawrence O'Brien makes procedural decision that credentials disputes will be resolved by a majority of those delegates eligible to vote on a given issue, rather than majority of all delegates. Thus McGovern only needs 1433 votes instead of 1509 to win California delegation dispute.
