(DC) Gandhi partially blames United States for situation between India and E. Pakistan because United States conts. to support regime of Yahya Khan. Gandhi wants US to help stop civil war and stem flood of Pakistani refugees into India. [GANDHI - says India beleaguered by natural disasters and man-made tragedy; came here looking for deeper understanding.] Nixon promises even-handed but helpful policy towards both cntrys.
