(Studio) Democratic Convention meets in shadow of Jeffrey Cowan. 4 years ago as a Yale student, he researched how delegates to convs. were chosen. His resulting pamphlet caused 1968 Democratic Convention to vote, rather casually, to reform rules for choosing delegates. Senator George McGovern led commission to write new Democrat rules. Cowan has done more to change convention since Andrew Jackson first started them.
