(DC) United States suspends all bilateral diplomatic efforts to end war, referring issue to UN, which can do nothing. [Senator Edward KENNEDY - denounces US hesitation in efforts for peace and relief in India and Pakistan.] [Senator John Sherman COOPER - approves administration policy of noninvolvement, referral of jurisdiction to UN.] Admin. denies anti-India sentiment, stressing neutrality.
