(DC) White House commission recommends to President Nixon that rpting. of crime statistics be handled by agency independent of FBI under Justice Department President Commission on Federal Statistics does not endorse this proposal; will incl. in report for President' consideration. Proposal based on study of commission consultant Hans Zeisel, University Chicago law school, accusing FBI of using statistics to support own position on law enforcement. Exs. cited.
