(Heidelberg, West Germany) [Unidentified GIs - say GIs used to use alcohol to escape situation; think army looks other way to avoid confrontations with GIs over drug use.] [Lieutenant Colonel Robert MORROW - says nut army policy to look other way in regard to any drug use.] Film shows GI shooting heroin. [Unidentified GI - tells of being released from army drug rehabilitation program after 2 days; says deals drugs to get money to support heroin habit.]
