(Norfolk, Virginia) Virginia AFL-CIO delegates meet to decide on whether to follow AFL-CIO President George Meany's lead, or endorse McGovern. [Virginia AFL-CIO President Julian CARPER - says many AFL-CIO leaders are not happy with hands-off stance of organization, but would rather go along with it than confront Meany.] [Textile Workers Union President William DuCHESSI - says Democrats should have known better than to kick around labor leaders, but only true enemy of labor is Nixon.] Virginia delegation urges Meany and executive council to reconsider decision not to endorse any Presidential candidate. Texas and Maine have done likewise.
