[Cleveland police patrolman association spokesperson Jim MAGAS - says association will not let laid off policemen be forgotten.] [Cleveland Mayor Carl South STOKES - says voters' rejection of tax increases has forced cutbacks in personnel and services; hopes people realize told truth when warned this would happen.] 193 policemen laid off.
