(NYC) Demo Party leaders welcome Lindsay grudgingly because of his political ambitions; Lindsay's aide says Lindsay won't announce president candidacy within next 4 mos.; New York City residents wonder why Lindsay should be United States President when failed to solve New York City problems; though hard hats and ethnics view Lindsay as radical, he remains plausible political star.
