(Berlin, Germany) East Germany standard of living estimated 20% below West Germany; 526 East Germany border guards have escaped over wall in 10 years; W. Berlin maintains 90 days coal reserves in case of access rtes. blockade by East Germany; West Berlin has highest % of old age pensioners of any European city, highest suicide rate in world; 65 have been killed trying to escape across wall; East Germany still working to improve wall.
