(Studio) Environment agency publishes minimum guidelines for states to reduce air pollution.

(DC) Environmental Protection Agency prepared to impose plans on states failing to meet standards by next January; guidelines include taxes on polluters, relocation or closing of pollution sources, revised work hrs. to avoid pollution peaks, mandatory passenger car maintenance, incrd. mass transit; White House gets Commerce Department to tell states to consider productive capacity as well as public health.
