(Springfield, Illinois) [McGOVERN - says Pierre Salinger did not negotiate with North Vietnam in Paris at his request.] (Chicago, Illinois) Later, statement issued that McGovern asked Salinger to determine conditions of North Vietnam release of American POW's. Salinger finds no change in North Vietnam position. Chicago Mayor Richard Daley postpones meeting with McGovern at Illinois State Fair.
