(Hoa Tri, South Vietnam) President Nguyen Van Thieu maintains his greatest political strength in rural South Vietnam; 72% of registered voters live in small hamlets; Hoa Tri deputy hamlet chief says all 218 voters will cast ballots in upcoming election; villagers don't know procedures for voting against President Thieu.
