(New York) Chairperson Mao's winter retreat shown. China builds air raid shelters for protection against Russian attack. That threat prompts Chinese diplomacy with US. [YANG - cites massive Russian troops on China's border as cause for anxiety.] [LUNG - says people fear sneak attack.] People's Liberation Army, guards China but is used throughout China for political ends. [YANG - says China needs order and discipline, which does not hinder initiative.]
