[New York City employees union, Lillian ROBERTS - says program creates menial jobs and slave labor market] [New York State welfare inspector General George BERLINGER - says program has caused thousands to drop from welfare rolls.] Queens General Hospital has exceptional work-relief program whereby welfare recipients are trained and hired onto permanent staff.
