(Miami Beach, Florida) McCloskey asks credentials committee to seat his delegate from New Mexico so delegate can make nomination speech criticizing Nixon war policy. [McCLOSKEY - says principle of allowing dissent is at stake.] [NM delegate Steven PERKINS - committed to Nixon, but urges committee to allow McCloskey delegate for sense of fair play.] Credentials committee rejects McCloskey's bid. [McCLOSKEY - says Republican party is controlled by big business. Higher powers stifle dissent.]
