(Fort Ord, California) Pvt. Billy Dean Smith tried for fragging in March, 1971, near Saigon, South Vietnam. Prosecuting attorney in court martial proceedings says Smith planned death of 2 men. Smith denies charges. Grenade safety pin found in Smith's pocket.
